MANILA - The Land Transportation Office (LTO) has revoked for life the license of a motorist who abused a Metropolitan Manila Development Authority (MMDA) traffic constable.
In a 10-page decision, LTO-National Capital Region (NCR) Director Atty. Teofilo Guadiz cancelled Robert Blair Carabuena's driver's license.
Aside from the lifetime driving ban, the LTO also charged Carabuena with assault of a person in authority for roughing up traffic constable Saturnino Fabros last month.
Carabuena also faces raps for refusing to obey a traffic order.
Guadiz said he gave Carabuena a chance to submit an affidavit in a hearing last September 10, but he did not show up. This amounts to a waiver of his right to reply and explain his side.
