US diplomats suffered brain injuries in 'sonic attack'


Some of the diplomats hurt in a mystery "sonic harassment attack" on the US embassy in Cuba suffered brain injuries or permanent hearing loss, their staff association said Friday.

Washington recently said at least 16 embassy employees were injured in a series of incidents in Havana that began last year, but officials have not revealed the extent of the injuries.

Now, the American Foreign Service Association -- the labor union representing US diplomatic and international aid personnel -- has been able to speak to 10 of those who received treatment

"Diagnoses include mild traumatic brain injury and permanent hearing loss, with such additional symptoms as loss of balance, severe headaches, cognitive disruption and brain swelling," it said.

The State Department has called the attacks "unprecedented" and has warned Havana it is responsible for the safety of envoys working on its soil -- without saying who it believes was behind them.

Staff members at the US mission, which was reopened as a full embassy in 2015 after a half-century Cold War breakdown in diplomatic relations -- began reporting sick last year.

US officials have told reporters they believe some kind of sonic device was used to covertly undermine the envoys' health.

Some of the 16 staff who were hurt were evacuated to Miami for treatment in US hospitals, while others were cared for by American doctors who traveled to Havana to work at the embassy.

Separately, Canada has said one of its diplomats posted to Havana is also being treated for hearing loss.

In May, the US ordered two Cuban diplomats to leave their own recently reopened embassy in Washington and return to Havana, without publicly saying why.

It is now known that Washington had alerted the Cuban government to what Havana dubs the "alleged incidents" as far back as February 17.

But US officials made no public complaint until just last month when US Secretary of State Rex Tillerson warned that Cuba must help investigate and prevent further attacks.

Tillerson's spokeswoman Heather Nauert said on Thursday last week that the incidents do now appear to have ended, but that investigations are ongoing to find the culprits.

"This latest attack is regrettably only the latest example of the many threats facing members of the foreign service as they serve their country abroad," the staff association said.

The body urged the US government "to do everything possible to provide appropriate care for those affected, and to work to ensure that these incidents cease and are not repeated."

40 more cops relieved over violent dispersal: NCRPO chief

MANILA - National Capital Region Police Office (NCRPO) chief Director
Oscar Albayalde said 40 more policemen have been relieved from their posts pending an investigation into the violent dispersal outside the United States Embassy in Manila on Wednesday.

Speaking on ANC, Albayalde said those who were involved in hitting the protesters have been relieved of duties.

"Forty of those involved in hitting the rallyists are now relieved, but not relieved from Manila Police. They were relieved from their post and are now in the district headquarters," he said.

He added that the other nine policemen were relieved from the Manila Police District and were sent to the regional headquarters.


According to Albayalde, they are investigating the incident to identify the lapses in the manner the policemen handled the situation.

"This is subject of our investigation and from there we, can establish kung ano talaga ang naging rason nitong driver na ito why he did what he, pagsagasa sa protesters," he said.

"He should have been reinforced so that could have been avoided, 'yung accident na 'yun. That's why this is being thoroughly investigated so from there, we can see the lapses of the leaders or the team leaders on the ground," Albayalde added, referring to PO3 Franklin Kho, who was caught on video running over protesters using a police car.

Philippine National Police (PNP) Director General Ronald dela Rosa said he has instructed Albayalde to place all officers involved in the police operation under administrative relief "to ensure utmost impartiality of the investigation."

He also expressed dismay over the violent dispersal, vowing to have the incident investigated.

US embassy closed on November 11


MANILA, Philippines - The United States Embassy in Manila and its affiliated offices will be closed on November 11 (Tuesday), in observance of Veterans Day, an American holiday.

Regular services will resume on November 12.

Veterans Day is celebrated every year in the United States on November 11, which is the day that major hostilities of World War I formally ended with the signing of the Armistice at the 11th hour of the 11th day of the 11th month of 1918.

The U.S. Ambassador to the Philippines Philip S. Goldberg will lead the American and Filipino community and guests in honoring the sacrifices of American and Filipino veterans at the Veterans Day ceremony at the Manila American Cemetery and Memorial in Taguig City, Metro Manila, on Tuesday.

Veterans of both nations will participate in the event.

Ai Ai applies for US immigrant visa


MANILA - Is comedienne Ai Ai delas Alas planning to leave the country for good?

In her official Instagram account, delas Alas posted a photo of her interview schedule in connection with her application for a US immigrant visa.



The interview is scheduled on Tuesday at the US Embassy in Manila.

Delas Alas's daughter Sophia is currently studying the US.

News about the actress's plans to immigrate emerged following reports that she has found a new boyfriend: 20-year-old Gerald Sibayan, a former badminton player from De La Salle University, confirmed his relationship with delas Alas, who is turning 50 on November 11.

In her most recent Instagram post, delas Alas thanked her daughter for her support, although the comedienne did not identify her new boyfriend.

"Naalala ko tuloy nung mga bata pa kayo may meeting tayo parati heheh para ibahagi ko sa inyo mga baon nyo sa buhay pag laki niyo," a wistful delas Alas wrote in the caption, as she recalled fun times with her children Sophia, Sancho and Niccolo.

"Hanggang ngayon 'di ko ma-explain 'yung sobrang love ko sa inyong tatlo ...siguro ito 'yung unconditional love na sinasabi ....sa inyong tatlo salamat kay GOD AND KAYO ANG BINIGAY NA MABABAIT NA ANAK KO AT MAGAGANDA," delas Alas added.

She also had a message, presumably her new boyfriend. "Para din sa 'yo salamat din sa kalahati pa ng buhay ko dumating ka and naging masaya ako," she wrote.

Delas Alas also thanked her fans, fanning speculations that the comedienne may be contemplating retirement from showbiz.

"At sa lahat ng nagmamahal sa akin sa pilipinas at buong mundo, I LOVE YOU ALL AND I HOPE NAPASAYA KO KAYO SA MUNTING KAKAYAHAN KO KAHIT ILANG ORAS LANG SA TELEBISYON AT PELIKULA.. GOD IS GOOD ALL THE TIME !!! God loves us and mama mary loves us too!!!! lets all have time to say i love you to our love ones ....life is short ... BE HAPPY," the comedienne added.

US embassy closed on June 12


MANILA, Philippines - The United States embassy in Manila and its affiliated offices will be closed to the public on Wednesday (June 12) as the Philippines observes Independence Day.

US Secretary of State John Kerry sent his congratulations to the Filipinos on the 115th anniversary of the Philippine independence.
  
"The United States is proud of our rich history and enduring alliance with the Philippines, an important democracy and strategic partner in the dynamic Asia-Pacific region," he said.

"Today, our two countries enjoy ever-broadening cooperation on challenges from countering extremism to strengthening economic ties. Through our Partnership for Growth, we can help sustain the Philippines impressive economic growth and our joint efforts in the Open Government Partnership are advancing good governance, accountability, and vibrant civil societies."

The Embassy and its affiliated offices will resume their services on Thursday (June 13).
