Motorists told to avoid Resorts World area


Motorists were advised to avoid passing along areas near the Resorts World Manila entertainment complex in Pasay City as some roads are still closed to traffic, the Metropolitan Manila Development Authority (MMDA) said Friday.

"Manlunas St. is closed to traffic due to due to the ongoing investigation at Remington, Maxims, and Marriott Hotel," The MMDA said in a statement.

"Motorists may take Sucat Road or Edsa instead of Andrews Ave to avoid traffic congestion in the Resorts World vicinity," the MMDA's announcement read.

The route of the Pasig River Ferry system was also cut short due to the incident in the resort casino.

"Malacanang Restricted Area has been closed to all vessels today due to red alert owing to Resorts World incident last night. Ferry service for today will only be PUP to Pinagbuhatan back and forth," the Pasig River Ferry's management said in a statement.


At least 34 people died from apparent suffocation while 54 other sustained minor injuries after a lone gunman fired shots and torched casino tables inside the entertainment center.

The assailant committed suicide by setting himself on fire while locked up inside a room at the Maxims Hotel.

April Fools' Day: MMDA as Avengers


MANILA - The Metropolitan Manila Development Authority (MMDA) tried to lighten up the mood on April Fools' Day.

The traffic agency posted a tweet that includes a photo of four MMDA traffic personnel made to look like superheroes Iron Man, Captain America, The Hulk and Thor.

The tweet also had this April Fools' joke:



This is not the first time the MMDA pulled off a prank on April Fools' Day.

Back in 2012, the MMDA tweeted: "ADVISORY: Number Coding is lifted today, April 1, Sunday.

Palace lauds Tolentino for 'delicadeza'


MANILA -- MalacaƱang on Wednesday lauded Metropolitan Manila Development Authority (MMDA) chairman Francis Tolentino for his ''delicadeza'' in apologizing over the performance of the group, Playgirls, in Laguna, as well as for asking his name be withdrawn from being considered to become one of the administration's senatorial bets.

Presidential spokesperson Edwin Lacierda said the incident should not define Tolentino, adding that the MMDA chair has done a lot for Metro Manila, including being "in the forefront" of disaster response.

Lacierda could not say for sure if Tolentino would indeed be stricken out of the slate ahead of the expected official announcement on Friday.

"We welcome the statement of Chairman Francis Tolentino. It is a recognition of valid concerns of the women's sector and, moving forward, it is also a reminder to all those who are participating in the political process of the need to be always be mindful of how we treat… the dignity of everyone including the womenfolk," Lacierda said.

"Malaki na rin ang nagawa niya: the flood control projects. You would always see him in the forefront of all the disaster response. We have seen him always there, front and center pagdating sa mga kalamidad, pagdating sa mga problema ng Metro Manila. So huwag sana po ito maging defining moment kay Chairman Francis. Marami na ho siyang nagawa and certainly this is something that he has recognized and something that he has already issued a statement for," he added.

"Kung ano man ang desisyon niya hindi ko pa po alam… Pero ito na rin ang isang magandang halimbawa sa atin, sa isang public official na nangingilala ng delicadeza."

Tolentino apologized for failing to stop a raunchy dance number at a Liberal Party member's birthday party.

He also appealed to the Liberal Party to remove him from its possible lineup of senatorial candidates for 2016.

Maserati used in MMDA enforcer attack found


MANILA - Authorities have found the luxury car of a motorist who assaulted a Metropolitan Manila Development Authority (MMDA) enforcer Thursday.

The car, a Maserati, was found in a condominium in Quezon City.

The owner has been identified as Joseph Russell Ingco of Valencia Hills, Quezon City.

The MMDA has put up a P100,000 reward to anyone who has information on his whereabouts.

Traffic enforcer Jorbe Adriatico plans to file cases of serious physical injuries and direct assault to a person in authority against Ingco.



Adriatico earlier said he flagged down the blue Maserati after it tried to make an illegal left turn at the corner of Quezon Avenue and Araneta Avenue.

The traffic constable said he took a video of the Maserati, prompting the driver to go straight on Araneta Avenue and make a u-tur

The Maserati driver then gave Adriatico the dirty finger, angering the MMDA employee who then challenged the driver to do it again.

It was then that the driver grabbed Adriatico's phone and his collar and dragged him along while the car was moving along Quezon Avenue.

Adriatico said Ingco punched him twice in the face, breaking his nose, even as he ran beside the car.

He said the driver only let him go when his passenger noticed that another traffic enforcer was following them on a motorcycle.

MMDA Chairman Francis Tolentino also said they expect more details on Ingco to come out today. They also want to cancel his driver's license.

Maserati driver who punched, dragged traffic enforcer named


MANILA - A traffic enforcer has positively identified the driver of a blue Maserati Marshall who grabbed his cellphone, broke his nose and dragged him along Quezon Avenue Thursday morning.

Traffic enforcer Jorbe Adriatico, Metropolitan Manila Development Authority employee, identified the Maserati driver as Joseph Russell Ingco of Valencia Hills, Quezon City, based on the license obtained by police from the Land Transportation Office.

Ingco is one of two owners of Maserati sports cars in the country.

MMFF earns P597M in 7 days


MANILA - The 2013 Metro Manila Film Festival (MMFF) continues to rake in cash and break records, earning P597 million in 7 days, organizers said Wednesday.

Its gross earnings are 34.5% higher compared to the previous year's event, Metropolitan Manila Development Authority (MMDA) chairperson Francis Tolentino said in a text message to ABS-CBNnews.com.



After 7 days, "My Little Bossings" remains as the top grosser, followed by Vice Ganda-starrer "Girl, Boy, Bakla, Tomboy"; horror film "Pagpag: Siyam na Buhay"; and comedy film "Kimmy Dora: Ang Kiyemeng Prequel."



Trailing in earnings, in no particular order, are award-winning action film "10,000 Hours," "Boy Golden: Shoot to Kill (The Arturo Porcuna Story)," "Pedro Calungsod: Batang Martir," and "Kaleidoscope World."

New summer uniform for MMDA traffic enforcers

MANILA -- For the duration of summer, traffic constables working on the 23.8-km long Edsa will not be wearing long pants, but Boy Scout-type short pants to keep them cool during the hot season.

“This would give them a cool, summer look, para naman hindi masyado mainit ang pakiramdam nila habang nag-aayos ng daloy ng trapiko (so that they wouldn't be too hot while they are fixing the flow of traffic),” said Emerson Carlos, Metro Manila Development Authority's Assistant General Manager for Planning.

Among those who will the attire until May 27 are members of the Edsa 500 and the agency’s Task Force Takipsilim.

The Edsa 500 (there are 500 of them) is an elite unit of the agency tasked to manage and untangle traffic jams along Edsa during day time while Task Force Takipsilim is deployed for nightshift work.

However, except for the shorts, the enforcers will still wear their type-C blue uniform with sashes and tie and patches that identify them as “traffic constables.”

The agency decided to rename them from traffic enforcers to constables to create a new outlook for them. Aside from the makeover, enforcers belonging to the Edsa 500 were also strictly screened and retrained not only in traffic management, but also in basic legal education, self-defense, and grooming.

Constables have to be at least 5’7” in height, not more 35 years old, and should have had at least 72 units in college. Their deployment is also part of the MMDA’s “Edsa Makeover” project of beautifying the highway.

MMDA: Metro Manila must be ready for 'big jolt'

MANILA, Philippines - As part of preparations for a situation where a strong earthquake strikes the metropolis, the Metropolitan Manila Development Authority (MMDA) unveiled a plan to form so-called earthquake-control bayanihan zone alliances.

“The game plan of the earthquake bayanihan zone alliance is the same as the flood-control bayanihan zone alliance whose programs have been fine-tuned by the agency during flooding situations,” MMDA Chairman Francis Tolentino said on Thursday.

He told reporters the set-up is similar to the formation last year of the flood-control bayanihan zones, community-based alliances that address flooding and other disasters in a given area.

In a related development, Tolentino said they will reactivate the “Oplan Metro Yakal” on Sunday, February 12. Here, agency personnel along with those from local government units (LGU), the communities, private sector and non-government organizations, will update their earthquake drill preparedness.

Oplan Metro Yakal is the agency’s overall readiness plan for responding to earthquakes and other calamities in the metropolis. Prior to the drill, participants will gather at the Quirino Grandstand in Manila for a briefing, after which they will be deployed to four sites in the metropolis to simulate their response after a major earthquake takes place.

The four sites identified under Oplan Metro Yakal as assembly areas and evacuation sites for victims are the Wack-wack Golf Club in the east, Intramuros Golf Club in the west, Villamor Airbase in the south, and the Veterans Golf Club in the north. The reclamation area along Diosdado Macapagal Boulevard in Pasay City was also designated as a “temporary mass burial site” for disaster fatalities.

The Oplan was unveiled last year also at the Quirino Grandstand. Here, MMDA personnel showcased their rescue equipment and first-aid tools and key items they will need to rescue people trapped in a collapsed building, as well as specially-designed suits used by emergency personnel in case chemical accidents take place.

Some 145 items of heavy equipment for flood control and clearing operations such as trucks, cranes and container vans carrying smaller equipment were also brought in order to showcase the MMDA’s capabilities.

Some 3, 500 agency personnel attended the event where they were briefed and trained on how to respond to disasters. Earlier, the MMDA said it will beef up its rescue and emergency equipment to augment those already pre-positioned in critical areas in and around the metropolis.

“We will boost the number of container vans containing powerful emergency and rescue equipment like hydraulic tools for cutting and digging through debris as well as fire-fighting equipment which are already pre-positioned in several barangays in Metro Manila,” the MMDA chief said.

The MMDA has deployed 22 such vans loaded with rescue and first-aid equipment needed for search and rescue operations in high-risk areas in Manila, Pasig, Quezon City and Marikina as part of the agency’s contingency plan dubbed “Oplan Metro Yakal” in case an earthquake similar to the one that struck Japan in March 2011 happens here.

The contingency plan of the MMDA was prepared based on studies and recommendations of experts from Japan, Tolentino added. Besides these, Tolentino said the MMDA trained some 18, 000 volunteers including community leaders and homeowners in Metro Manila on disaster awareness and response.

Earthquake damage scenario

A 2004 study by the Japan International Cooperation Agency (JICA), MMDA and the Philippine Institute of Volcanology and Seismology (PHIVOLCS) showed that Metro Manila is vulnerable to powerful earthquakes. Dubbed the Metro Manila Earthquake Impact reduction Study (MMEIRS), the study showed a 7.2 magnitude quake would result in 34,000 people killed instantly; 110,000 injured; 13 percent of 170,000 residential buildings heavily damaged or collapsed rendering 1.2 million people homeless; around 25 percent of critical public facilities like hospitals and schools moderately damaged; and 500 fire breakouts.

The study also said 4,000 water supply points would be cut immediately with damage to reservoirs and water purification plants causing major long-term water shortages; 30 kilometers of electricity cables cut with drastic power failure across the city for several weeks if not longer and 100 kilometers of telecommunications cables cut with services suspended for several weeks if not longer.

Metro Manila is crisscrossed by major fault lines, one of which, the West Valley fault line, is one of three cutting across the metropolis. The other two are the Manila Bay and Manila Trench fault lines. The last big earthquake that hit Metro Manila and the rest of central and northern Luzon in July 1990 killed 1,700 people and damaged billions of pesos in property.

PHIVOLCS maps show that 27 subdivisions, at least five major roads and 34 barangays in Metro Manila are covered by the west valley fault line. The agency thus recommended that structures within 70-90 kms of the fault not be allowed.

Experts said that, following the usual cycle of earth movements, the next movement on this faultline may be soon. Per their studies, a strong earthquake along this faultline happens every 200-400 years. Experts estimated that the last movement happened between the 1600s and 1800s.
