PH among top Lunar New Year destinations for travelers from China, Japan


MANILA – The Philippines has become a top destination for Chinese and Japanese travelers during the Lunar New Year celebrations.

Citing data from its hotel bookings from China and Japan, Agoda said the Philippines is among the Top 3 Lunar New Year destinations of both countries from 2018 to 2020.

It ranked third among Chinese travelers over the past three years, with Japan and Thailand at first and second place, respectively.

Most Japanese travelers who booked their hotels with Agoda, meanwhile, have been going to Thailand for Lunar New Year. South Korea and the Philippines ranked second and third place, respectively, in 2018 and 2020. 

The United States managed to break into the Top 3 in 2019, edging out South Korea.

According to Agoda, Cebu in particular was the Philippine city of choice for travelers from China. Japanese visitors, on the other hand, have been flocking to Manila, Pampanga (Angeles/Clark), and Cebu. 

Across travelers from Asia, Japan, Malaysia, and Thailand were the Top 3 countries for Lunar New Year from 2018 to 2020. 

Taiwan is slowly becoming a key destination, with four spots making it to the booking website’s Top 10 Lunar New Year cities – Taipei, Taichung, Kaohsiung, and Tainan.

US homeland security proposes face scans for citizens


WASHINGTON - The Trump administration intends to propose a regulation next year that would require all travelers - including U.S. citizens - to be photographed when entering or leaving the United States, according to the administration's regulatory agenda.

The proposed regulation, slated to be issued in July by the Homeland Security Department, would be part of a broader system to track travelers as they enter and exit the United States.

The plan has already drawn opposition from some privacy advocates. Jay Stanley, a senior policy analyst with the American Civil Liberties Union, blasted the idea in a written statement on Monday.

"Travelers, including U.S. citizens, should not have to submit to invasive biometric scans simply as a condition of exercising their constitutional right to travel," he said.

The Trump administration contends in its regulatory agenda that the face scan requirement will combat the fraudulent use of U.S. travel documents and aid the identification of criminals and suspected terrorists.

The public typically has 30 to 60 days to comment on a proposed US regulation. The federal agency then needs to review and respond to comments, a process that can be time-consuming for major regulations.

The Trump administration also said in its regulatory agenda that it plans to issue a separate fast-track regulation this month that would allow the entry-exit project to move beyond a pilot status.

US Customs and Border Protection, which is part of DHS, has already conducted pilot programs that collect photographs and fingerprints from foreign travelers.

A 2018 internal audit found technical and operational problems during a pilot program at nine U.S. airports. The problems raised questions about whether DHS would meet a self-imposed deadline to confirm all foreign departures at the top 20 U.S. airports by fiscal year 2021.

The non-partisan Pew Research Center estimated in 2006 that 45 percent of immigrants in the United States without legal status entered on a valid visa but did not depart when it expired.

New travel website caters to millennials' wanderlust


MANILA -- Taiwanese travel website KKday was officially launched in the Philippines to help millennials looking for convenience and variety while satisfying their wanderlust.

At the recent launch event, KKday co-founder and regional director Jim Chang noted that travelers today demand more freedom and less structure.

KKday addresses this need by giving tourists control over their activities by linking them directly to tour suppliers of over 5,000 activities in 170 cities in 50 countries.

For instance, when planning a trip to Taiwan on the website, necessities such as local Wi-Fi routers and airport transfers can already be booked on the site and ready as soon as tourists arrive in their point of entry.

From here, classic options include destinations and attractions for first-time travelers like admiring the cityscape of Taipei from the Taipei 101 view deck, or going on a food trip in a Taipei night market. 



What sets KKday apart from other sites is the ability to recommend exotic options that are off-the-beaten path. An example of this is booking mountain spa two hours from Taipei with transportation and the spa treatments included in the price, or a bus trip to explore the mountainside heritage town of Jiufen with transfers and guides included in the activity cost.

KKday is available in several languages and has preset currencies.

Since KKday links the traveler directly to the tour supplier, any adjustment to the schedule can easily be sent to the tour supplier for adjustment.

KKday is banking on several strategic partnerships to get Filipinos travelling to their destinations. It has linked up with AirAsia Philippines as its strategic airline partner with activities in both their domestic and international destinations.

Meanwhile, Nick Ni, director of the economic division from the Taiwan Economic and Cultural Office, joined Chang in inviting Filipinos to visit Taiwan.

Ni is optimistic that there will be huge growth of Filipinos visiting Taiwan due to the upcoming lifting of visa restrictions. Taiwan and the Philippines have also recently significantly increased the number of airline seats from 4,800 to 25,000, which, he said, will result in substantially lower airfares.

Trump says considering 'brand new' immigration order


WASHINGTON, United States – US President Donald Trump said Friday he is considering drafting a new order to ban migrants from majority-Muslim nations after his initial decree fell afoul of the law.

Insisting that he has the law on his side despite two defeats in federal court in quick succession, Trump said security concerns may necessitate a quicker response than legal channels would allow.

"The unfortunate part is that it takes time statutorily, but we will win that battle. We also have a lot of other options, including just filing a brand new order," he said, adding that any action would not come before next week.

The statement represents an embarrassing climbdown for Trump, who has insisted that the order was well drafted and who has nevertheless vowed to fight on in the courts.

"We need speed for reasons of security, so it very well could be," Trump said when asked if his plan was to have a new measure drafted.

Trump said Friday at a joint press conference with visiting Japanese Prime Minister Shinzo Abe that as president, he has learned of "tremendous threats to our country."

"We'll be going forward and continuing to do things to make our country safe. It will happen rapidly," he told reporters.

"We will not allow people into our country who are looking to do harm," he said. "We will allow lots of people into our country that will love our people and do good for our country."

'Whatever is necessary'

Trump's executive order issued in late January summarily denied entry to all refugees for 120 days, and travelers from Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen for 90 days. Refugees from Syria were blocked indefinitely.

The White House has not provided any evidence to support Trump's view that a ban on travelers from the seven countries was urgently needed.

An appellate court decided unanimously on Thursday to maintain a block on Trump's order put in place by a lower court judge a week before.

The debacle has raised questions about the competence of Trump's White House in working through the practical and legal implications of the order.

The property mogul-turned-president was forced to sack the acting attorney general -- an Obama administration holdover -- after she refused to defend the order.

After first suggesting a quick appeal to the Supreme Court was off the table, US officials reversed course, insisting a legal challenge had not been dropped, including a possible motion to the high court.

"We're keeping all our options open," one official said.

Nevertheless, an appeal on the temporary freeze in the lower courts now seems unlikely.

Earlier Friday, Trump vowed to do "whatever is necessary to keep our country safe."

"We'll be doing something very rapidly having to do with additional security for our country. You'll be seeing that sometime next week," the president said.

"In addition we will continue to go through the court process, and have no doubt we'll win that particular case," he said.

'Disgraceful'

The measure -- given with no notice -- set off detentions of incoming travelers, protests at airports and international condemnation until a federal judge in Seattle stepped in and suspended the order a week later.

In upholding the suspension, the US court of appeals in San Francisco said Thursday the government had provided no evidence that any alien from the countries named in the order had carried out a terrorist attack on US soil.

"We hold that the government has not shown a likelihood of success on the merits of its appeal, nor has it shown that failure to enter a stay would cause irreparable injury," the three-judge appellate panel ruled.

Trump's initial reaction came minutes later on Twitter: "SEE YOU IN COURT, THE SECURITY OF OUR NATION IS AT STAKE!"

He followed up early Friday with a tweet calling the court's ruling "a disgraceful decision!"

This is particularly true if you are paying a big amount for your ticket—say for overseas travel. This ensures that you can cover your ticket should any kind of flight disruption happen.

5. If you purchased your ticket through a credit card, check if you were given travel insurance coverage.

This is one feature offered by a number of credit card companies to travelers who purchase their tickets using their cards. This is an economical way of getting travel insurance, so if you are planning to travel in the future, you may wish to check what your credit card provider has to offer.

6. Before paying for a policy, check what you are buying.

Some travel insurance plans have exclusions such as pre-existing conditions, travel to high-risk countries, acts of terrorism or natural disasters. If you are purchasing travel insurance because you want to be protected against these, then make sure that it is expressly covered in the plan that you purchased.

Lonely Planet's best travel destinations for 2016


Travel giant Lonely Planet has released its "Best in Travel 2016" lists, highlighting the places leisure travelers should visit.

Topping the must-visit country list is Botswana, which the lonely planet calls "wild Africa at its best".

Those who are into diving should book a flight to Palau, a Pacific island nation dubbed as "the underwater Serengeti".

Singapore Airlines offers First Class on Manila-Singapore route


MANILA, Philippines - Singapore Airlines is now offering its First Class service on flights between Manila and Singapore.

Singapore Airlines on Monday welcomed the arrival of the B777-300ER fitted with the airline's renowned First Class seats.

It is the only airline offering First Class service on the Manila to Singapore flights. These are offered on flights SQ917 and SQ910 for the Manila-Singapore-Manila route.

"Philippines is an important market for Singapore Airlines and we are continuously looking at ways to enhance our offerings for the Filipino travellers," SIA General Manager Carol Ong said.

Why some Japanese are going on 'digital detox' trips


TOKYO - While many tourists go to great lengths to remain always digitally accessible, a growing number of gadget-weary travelers in Japan are seeing what it is like to leave behind mobile phones and social media services altogether.

Joining a trend that started overseas last year, they are ditching their phones and Tablets for "digital detox" holidays at summer camps or hotels, discovering the joys of time spent without instant connection to the digital world.

"We want our travelers to experience something that is not part of their usual routine. By turning off their mobile phones, we want people to appreciate the moment and realize things which are often ignored when our digital devices are there," said Mirei Eguchi, chief executive officer of Kushunada Co., which offers a "digital detox" vacation package in Atami, Shizuoka Prefecture.

Overseas, digital detox retreats such as Camp Grounded in the woods of northern California and programs at resorts such as the Westin Dublin Hotel in Ireland have been drawing crowds for "unplugged" holidays.

The travel fad is now slowing gaining public interest in Japan.

"It is not that we want people to totally abandon going digital but rather, we want them to realize how important items such as mobile phones are in our lives and have a healthy relationship with these electronic devices," Eguchi, 31, said.

Launched in August, the two-day, one-night digital detox "retreat" taking place once a month at a Kushunada facility is open for 10 to 20 participants. They must surrender their smartphones and digital devices at check-in, receiving them back only at the end of the program. They must also take off their watches, and there are no clocks in any of the rooms.

The program is a mix of gadget-free indoor and outdoor activities such as getting-to-know-you games, a unique tea ceremony with meditation using stones known as "sekicha," and early morning exercises in front of Atami's famous beach.

Mayumi Morimitsu, an office worker in her 40s, was among the 15 participants who signed up for the digital detox weekend, which usually costs around 23,000 yen, in early December. She said she joined out of curiosity after reading a newspaper report.

After the activities, especially a three-hour solo trip around the city with only a printed map, she said she "realized just how much I had depended on my smartphone in terms of direction and time."

Hirofumi Shimizu, 25, was also experiencing a digital detox retreat for the first time. A Kyoto-based graduate student until recently, he is used to checking his computer and mobile phone every day.

By the time he had his mobile phone back, he felt "light" holding it and "no longer bound" to the device.

A repeater at the Atami-based program, Masahide Yokoo, 58, knows well as president of a Gifu-based real estate firm that mobile phones or computers are essential for work. Still, he said, "The moment we give up our smartphones, we are made to realize many things in life which often go unnoticed such as the scenery in front of us or the wonderful encounters we have."

Kushunada plans to hold an international symposium with foreign groups engaged in digital detox next year in Atami.

According to Tomohiko Yoneda, chief editor of the Japanese version of weblog Lifehacker and author of a book about digital detoxes, there is a growing need for people in Japan to take an "offline holiday."

Being too connected to Facebook, Twitter or other social media sometimes messes up relationships and gives some people a sense of inferiority because of this tendency to seek the approval of others for one's posts, Yoneda said.

A 2012 study by security company Symantec Corp. showed that Japanese Internet users accessed smartphones and computers or an average of 49 hours per week. A 2014 report by the Japan Tourism Marketing Co. also found that some people were choosing to travel to places where they can unplug from social media.

"One would think that things can just be settled by simply turning off their mobile phones but it does not come easily for everyone. Some people would pay money to be in a place which has no service coverage," said Yoneda, who successfully detached himself from digital devices for about a month.

Being away from electronic devices also comes with medical benefits, said Kiyoko Yanase, a Tochigi-based doctor and a respiratory expert who experienced the digital detox program in Atami.

Yanase said many of her patients have problems with insomnia, partly due to daytime stress caused by factors such as computer work. Internet addiction is also becoming a health concern, she said.

Although to a lesser extent, Cafe Lydian in Atami has embraced digital detox by starting a free dessert service since August to reward customers who turn off their mobile phones and devices while eating.

"Eating takes just a short time. Still, I want them to enjoy the food they are eating and appreciate the company they are with at that moment," said Tomoyuki Nakata, the cafe's 40-year-old chef who was inspired by recent digital detox programs worldwide and wanted to try it at the cafe.

Outside of Atami, Hoshinoya Karuizawa resort in Nagano Prefecture offered a digital detox vacation package from September to November including amenities such as a spa treatment. Other travelers go to temples for meditation or visit remote islands that automatically disconnect them from the outside world since they are out of service coverage areas.

"With the emergence of social media, there is this pleasure of seeking other people's approval, and that is addictive. Even when you're traveling, eating good food or in a party, you are not actually appreciating what is happening now and this ability to be in the moment is something we must regain at some point," Yoneda said.

Study shows best, worst times to book hotel rooms


MANILA – A recent study revealed the best and worst times to book rooms during the year.

Agoda.com announced on Thursday the results of its latest Travel Smart Study, which is based on data from hundreds of guests who used the hotel booking website in 2013, covering room prices at 25 of the most popular destinations in the world.

It found that those who travel to New York or Rome in January can get rooms that are 40% cheaper than the average room rate, while those who visit Oslo in May could end up paying 50% more.

The study added that hotels in Istanbul are 25% cheaper from December to March, but 50% more expensive in May.

“We know airfares, vacation schedules and the weather are also important factors, but we hope this tool helps our customers save money when they plan their vacations,” Errol Cooke, vice president for Global Hotels at Agoda.com, said in a press release.

Here are the best months to get hotel rooms that are up to 40% lower than average, according to the study:

London buses stop accepting cash


LONDON - London buses will no longer accept cash payments for tickets with effect from Sunday, the British capital's transport authority said.

Transport for London (TfL), which runs public transport in the city, said in a statement that dwindling numbers of passengers were using money to pay for their journeys.

Travellers on London's signature red buses must now use Oyster transport swipe cards, prepaid or concessionary tickets, or contactless payment cards. TfL added that more than 99 per cent of bus passengers are already using these payment methods.

Tourists will be largely unaffected because the vast majority tend to use a prepaid ticket such as a Visitor Oyster card to get around London, according to the transport authority.

"The way our customers pay for goods and services is evolving, so we need to ensure our ticketing evolves too," said Mike Weston, TfL's director of buses.

"Removing cash from our bus network not only offers customers a quicker and more efficient bus service but it enables us to make savings of £24 million ($42 million, 30 million euros) a year which will be re-invested to further improve London's transport network."

World's 19th best beach is in Boracay: website


MANILA – The tourist favorite White Beach in Boracay has been recognized by a popular travel ratings website as one of the best in the world.

Named such for its powder-fine white sand, White Beach ranked 19th on TripAdvisor’s list of Top 25 Beaches in the World for 2014. For the list, TripAdvisor took into account insights from millions of the travel ratings site’s users.

Topping the list of best beaches in the world is Baia do Sancho in Brazil, followed by Grace Bay in Turks and Caicos, Flamenco Beach in Puerto Rico, Rabbit Beach in Italy and Whitehaven Beach in Whitsunday Islands.

In TripAdvisor’s Top 25 Beaches in Asia list, White Beach ranked No. 1, beating counterparts in India, Thailand, China and other countries in the region.

Other Philippine entries in this list include Secret Lagoon Beach in El Nido, Palawan, which ranked fourth; and Yapak Beach in Boracay, which ranked sixth.

In 2012, Boracay was hailed by TripAdvisor as the second beach destination in the world.

Visiting Singapore? Get the app


MANILA – Contrary to what most people think, three to four days in Singapore is not enough, according to an official from city-state’s tourism board.

Kenneth Lim, Singapore Tourism Board’s (STB) regional director for Southeast Asia II and Oceania, said one needs to spend a week to have a better grasp of their country’s culture.

“They have to spend a week in Singapore. I think a lot of people just go there for three days or four days. At Sentosa Island alone, you can already spend a day or two,” Lim told ABS-CBNnews.com at the sidelines of STB’s launch of its new campaign for the Philippines.

Lim was referring to the popular island resort which is home to Resorts World Sentosa and Universal Studios Singapore, among others. It can be reached from the Singapore mainland via bus, cable car, monorail or by foot.

“At Sentosa, we have a huge Universal Studios Singapore and other attractions. And we have the biggest undersea aquarium in the world today. Resorts World will already take up at least a day, and the next day, on the whole Sentosa Island, you can explore the beach bars and clubs,” he said.

Lim said the rest of the week can easily pass as travelers go to Singapore’s many shopping areas, parks, museums, bars, restaurants and hawker centers.

He encouraged travelers to go beyond Orchard Road, the popular 2.2-kilometer shopping haven.

“Do fantastic shopping beyond Orchard Road. A lot of people tend to only look at Orchard Road but today, we have a lot of fantastic enclaves besides that,” Lim said, referring to Tiong Bahru, Chinatown, Little India, Bugis and independent areas such as Haji Lane.

To those who want a more detailed itinerary, Lim said they recently unveiled a mobile app where users can customize their Singapore travel plans. A microsite for Filipino travelers to Singapore has also been created.

“I think that’s (app) the best place to see what Singapore has to offer. It has customized itineraries by the Singapore Tourism Board,” he said.

The Philippines is one of the key sources of tourism in Singapore, with the city-state welcoming 656,000 Filipinos in 2012. Lim said the STB expects the number to increase following STB’s new campaign for the Philippines, where they tapped blogger and restaurateur Erwan Heussaff as its ambassador.

'Tourists get value for money in Phl'


MANILA, Philippines - The Philippines has again been recognized as one of the top 10 places in the world to visit, where tourists get “value for their money.”

According to an online survey by Huffington Post Travel 2014, the Philippines is a top pick for “bargain hunters, outdoorsy types and the food obsessed.”

Aside from the Philippines, other places that can “deliver big but cost little” are Greece; Mexico City; Bucharest, Romania; India; Sofia, Bulgaria; Nicaragua, and Riga, Latvia.

According to the same website article, the Philippines is one of the “10 Places to Go” because the combination of “cosmopolitan affordability and splendid nature” makes it a destination that offers a lot for the money.

The Philippines was recently chosen by Lonely Planet as one of the top value destinations for 2014.

Shopping in Manila is a big come-on, as prices are cheap. Manila was even compared to high-end travel destinations such as Tokyo and Geneva, saying that goods and services in those places can cost up to seven times as much as tourists and travelers would pay in Manila.

According to CIO Wealth Management Research’s Prices and Earnings report, Manila has some of the cheapest shopping and upscale dining in the world.

“For example, a couple can buy a new wardrobe there for about $410 – seven times less than what you have to pay for similar items in Tokyo. And the average cost of a three-course meal in a good restaurant is a mere $18, compared to about $95 in Geneva or Oslo (two of the cities featured in our recent story on the world’s most overpriced destinations),” it said.

The Huffington Post article noted that there is no reason for tourists to be afraid to visit the Philippines after the series of calamities that hit the country recently.

“If you are concerned about whether a visit to the Philippines is appropriate so soon after Typhoon Haiyan (Yolanda), know that the country considers tourism to be an important part of its recovery. Large portions of the country – and the majority of popular vacation destinations – were undamaged,” it said.

The Department of Tourism (DOT) had earlier urged foreign tourists to continue visiting the Philippines, saying they could help in efforts to rebuild areas damaged by Yolanda.

Top honeymoon destinations for Pinoys

 

MANILA – A hotel booking website announced on Wednesday the results of its Global Honeymoon Survey, which showed the most preferred holiday destinations of newlyweds.

The survey, which was conducted online by Agoda.com in January and February 2014, asked over 15,000 customers across the globe to pick their dream honeymoon location among 20 destinations.

It showed that one in five travelers chose Maldives (20.3%), followed by the Greek islands (7.8%), Paris (7.6%), Bali (7.1%) and Hawaii (6.6%).

The rest of the top honeymoon destinations globally were Italy (6.5%), Caribbean Islands (5.7%), Tahiti (5.6%), New Zealand (5.2%), Istanbul (3.8%), Phuket (3.5%), Australia (3.4%), Prague (2.8%), Las Vegas (2.7%), New York (2.5%), Spain (2.5%), Cancun (2.4%), Rio de Janeiro (2.2%), Croatia (1.0%) and Montreal (0.9%).

“We know the Maldives is a popular destination for couples but we were surprised that its allure is so global. Among countries where we had more than 100 respondents, only three didn’t pick it as the most popular honeymoon destination – The Philippines, Saudi Arabia and New Zealand,” said Errol Cooke, vice president for Global Hotels at Agoda.com.

The top honeymoon destination among those surveyed in the Philippines is Paris (21.1%), with Maldives only at second place (15.2%).

Italy is at third place (10.7%) followed by the Caribbean Islands (6.4%), New York (5.1%), Australia (4.8%), Hawaii (4.3%), Bali (4.0%), Spain (3.5%), Las Vegas (3.5%), Prague (3.2%), Phuket (2.9%), Rio de Janeiro (2.4%), New Zealand (2.1%), Montreal (1.3%), Istanbul (1.1%), Croatia (1.1%) and Tahiti (0.3%).

Agoda.com noted that when it comes to honeymoons, Europeans usually refer far-flung places, while Asians are least likely to leave their region.

India set to ease visa restrictions: report


NEW DELHI - Tourists travelling to India from up to 180 countries will no longer have to queue up at their local consulates to obtain visas under reforms expected to be approved this week, local media reported Sunday.

Most foreigners currently have to wait several weeks before learning whether they will be allowed to enter the country after submitting their applications at visa processing centres, a major deterrent for potential visitors.

But India's intelligence agencies have now given their backing to proposals that would allow tourists to apply online and then wait only three days before receiving the green light, the Indian Express reported.

They would then be able to pick up their visas on arrival at any airport.

India currently issues visas on arrival to visitors from about a dozen foreign nations, including Japan and Indonesia.

But visitors from countries which account for the bulk of its tourists -- such as the United States, Britain and France -- have to go through the time-consuming process of applying in person.

The reforms were first mooted last October but only for around 40 countries.

The citizens of a handful of countries, including Pakistan, will not be included in the changes, the daily said.

Despite its cultural attractions, beaches and mountains, India attracts relatively few foreign holidaymakers -- 6.58 million in 2012, which was about a quarter of Thailand or Malaysia.

A final decision on the visa reforms is likely to be taken on Wednesday at a meeting to be attended by the country's top intelligence officers.

No one from the interior ministry was immediately available for comment.

Soon you can use iPad during takeoff, landing


US FAA to allow expanded electronic device use on flights

WASHINGTON - Airline passengers will soon be able to use certain electronic devices throughout their entire flight after the U.S. Federal Aviation Administration ended a long-standing ban on Thursday.

Mobile phone calls remain barred under Federal Communications Commission rules. But fliers will be free to keep smartphones, tablets and e-readers running in "airplane" mode.

Delta Air Lines Inc and JetBlue Corp quickly filed plans with the FAA to show that their aircraft can tolerate radio signals from electronic devices, a condition required by the regulator.

The change is likely to boost the use of gadgets such as Amazon Inc's Kindle readers or Apple Inc's iPad.

"Most commercial airlines can tolerate radio interference from portable electronic devices," FAA Administrator Michael Huerta said at a news conference at Reagan National Airport near Washington, D.C. "It's safe to read downloaded materials, like e-books, calendars and to play games."

Passengers will be able to connect with an airline's WiFi network and can use Bluetooth accessories, such as wireless mouse and headphones.

"ALWAYS-ON" CONNECTIVITY ON THE HORIZON

A big winner from the change could be Gogo Inc, whose shares closed 4.5 percent higher. The company supplies Internet service to about 80 percent of U.S. aircraft.

The FAA's move is "another favorable tailwind," Gogo Chief Executive Michael Small told Reuters.

The FAA's decision is likely to move more passengers toward "always-on" connectivity, said Jonathan Schildkraut, an analyst at Evercore Partners in New York.

"Any increase in time spent connected is viewed as a positive," he said.

Technology fans have recently decried the "high cost to the traveling public" of passengers not having unfettered access to their mobile devices.

"More than 105 million hours of disrupted technological activity on domestic flights is projected in 2013 - an estimated 104 percent increase since 2010 - due to the FAA ban on the use of devices during takeoffs and landings," according to a May 2013 study by the Chaddick Institute for Metropolitcan Development at Chicago's DePaul University.

The FCC in May started deliberations on a proposal that would offer a new type of in-flight broadband service promising U.S. fliers higher Wi-Fi speeds and better connections. The proposal, which has been pushed for years by wireless equipment maker Qualcomm Inc, seeks to open up more radio airwaves for airborne Internet access.

In a statement, acting FCC Chairwoman Mignon Clybourn said the agency continues to study how best to promote consumers' and businesses' ability to use wireless devices on aircraft and elsewhere.

As a practical matter, cellphones should be kept in airplane mode during flight, the FAA's Huerta said. Without this setting, cellphones would continue to search vainly for a signal while aloft, draining batteries.

Huerta said the guidance applies to U.S. airlines throughout their domestic and international routes.

POLICY WAS 50 YEARS OLD

Huerta said he sought updated guidance on the matter, since the current policy was put in place about 50 years ago.

Among those giving input to the FAA for the long-awaited decision were representatives of airlines, plane manufacturers, passengers, flight attendants and the mobile technology industry.

A committee set up to recommend how the rules should change started work in January on what was to be a 6-month project. It later got a 2-month extension to work on guidance on how airlines could assess the safety risk posted to critical flight systems.

A backer of the change, the Consumer Electronics Association on Wednesday urged the agency to ease restrictions before the busy holiday travel season. It said the FAA's move "will bring policy on in-flight use of devices up to speed with the 21st century."

Huerta said that in some cases of extremely low visibility, for perhaps 1 percent of all U.S. flights, some landing systems may not be able to tolerate radio interference, and in those cases passengers should follow the advice of flight crews.

The Association of Flight Attendants-CWA applauded the decision as it pushed for "uniform technical, operational, and training standards that will allow for the safe, managed expansion of PED usage by passengers."

The U.S. Travel Association, an industry group, praised the move as a "common-sense, win-win" policy.

But one lawmaker warned airlines and fliers to curb their enthusiasm and focus on safety first.

"Having access to e-mail or a movie is not worth compromising the safety of any flight," said Senator Jay Rockefeller, chairman of the Senate Committee on Commerce, Science and Transportation.
